A strange fourth-year student fascinated by demi-humans. Miligan is an excellent witch with great abilities and a few secrets. Despite her almost fanatical pursuit of her goals, she loves the younger students and enjoys teaching them. She takes an interest in Katie, taking her on as a research partner and apprentice.

Her covered left eye is that of a basilisk. This cursed eye was transplanted into her by her parents despite the great risk to her survival in doing so.
