Tokio, a student who couldn’t take his university entrance exams due to a cold, finds a weakened kitten on the street and takes her home. Tokio’s mother is allergic to cats, but seeing how her son is invigorated by the feline, she can’t help but permit him to keep the pet. Simply called Chibi Neko by her new owner, the kitten is fascinated by the world around her.
After two-month-old kitten Chibi-neko is abandoned by her former owners, she is found by 18-year-old Tokio. Although his mother is allergic to cats and has a great fear of them, she agrees to let him keep the kitten because she fears he is becoming too withdrawn after failing his university entrance exams. Chibi-neko soon falls in love with Tokio.
In her own mind, Chibi-neko is a small human who speaks in human words, although people only ever seem to hear her meow, and she believes that all humans were once kittens like her. A stray cat tells Chibi-neko of a paradise called Cottonland, where dreams can come true.
After being abandoned on a rainy night, Chibi-neko, a little kitten who dreams of growing up to be human, is taken in by Suwano Tokio. The human world can be a confusing place for a kitten, but Chibi-neko loves being with Tokio, who takes great care of her and plays with her whenever she wants. However, an encounter with Raphael, a majestic wild cat, shakes her belief in many of the things she held dear. Where does Chibi-neko truly belong?
