Arachne Gorgon was the head of Arachnophobia who conspired to replace Death Weapon Meister Academy's position as a world power using madness with her in charge. She was also the eldest of the Gorgon Sisters, a former associate of both Death and Eibon of some sort, and considered the darkest blemish in the history of the Witch Order.
