Among them, the ronin from the Higo Kato domain harbored a grudge against Yanagisawa Tajima-no-kami, who was at the forefront of these suppressions. Tajima-no-kami had two sons, Jubei and Matashiro. While Jubei was prudent and thoughtful, Matashiro was of a free-spirited nature. However, both were devoted to their father and were exceptionally skilled in the way of the sword.

Hatamoto Akabane Tanaka once ruined his life with alcohol in his youth, leaving behind his wife and son, Hanji, to embark on a journey. To his surprise, Hanji had become a respectable young man, now a subordinate of the gang leader, Tatsugorou. In anger, Gonpachi killed Sukezaemon and, without realizing it, also mistakenly killed Tomoe, his lover's brother Tsushimo Uemon. In the era of the twelfth Shogun, Tokugawa Ieyoshi, a notorious bandit known as "Shippu" (or "Swift Wind") emerged in Edo. Shippu would send a warning message called the "Thief's Summons" before striking, yet despite the magistrate's desperate search efforts, they couldn't find any leads. One day, a summons was shot into the residence of Ono Ryusai, who was leading a peaceful retirement life with his two concubines, O-Ran and O-Koshi. With the summons, various individuals including O-Ran's brother Itami Shigoshiro, the master of the Muso-ryu dojo, vigilante Mankichiro, rope expert Gohei, and Den'ichi from Kuromon Town were assigned to monitor the situation. However, while they were distracted by a neighboring fire, a chest containing a thousand ryo was stolen, and O-Koshi was killed.

Seeking assistance, Kazuma asked his brother-in-law, Araki Mataemon, for help, but Mataemon refused, saying that it was against the code for a brother to avenge another brother's death. On the other hand, the lord of the clan, Ikeda Tadao, ordered a search for Matagorō, who was found to be sheltered by the Hatamoto, including Andō Jiemon, in Edo. Tadao was furious but unable to act. Matagorō, in Edo, came to regret his birth as a samurai. He met and fell in love with Okō, a bathhouse maid. As the discord between the Hatamoto and the Ikeda clan deepened, Tadao died of illness. Seizing the opportunity to ease the conflict, the shogunate ordered the Ikeda clan to be succeeded by the young lord Katsugorō and to relocate to the Ikeda clan of Inshū Tottori. Meanwhile, Matagorō was exiled from Edo.

Later, Shinzō managed to get a job at another lumber dealer, but after a conflict with the detective Hansuke, who was also infatuated with Oyasu, Shinzō accidentally dropped lumber into the river and was fired. Unaware that Oyasu had borrowed money from a bar to repay the lumber dealer, Shinzō left to earn money in the Mito clan's crew quarters and ended up rescuing Rikichi from a dice game trouble.

This is one of the many films based on the legend of Chuji Kunisada, a wandering gambler and a defender of the weak in the Edo period. In other words, he was the Japanese Robin Hood. In this film Kunisada (Chiezo Kataoka) arrives to a small town terrorized by an evil gang. He insists that he is not Kunisada, as the word is Kunisada has been executed, but of course the audience know better. Sonny Chiba plays an unusual supporting role as a helpless young man unable to defend himself from the gangsters. He does, however, get to play taiko drums and dance with Junko Fuji (who makes her film debut here). Chiba's father, an old judge who helps Kunisada, is played by Takashi Shimura. The film hardly anything exceptional, but it's a pretty decent jidai geki / yakuza drama.
