The shooting of a prosperous and influential businessman leaves the residents of a small provincial town in a state of shock. While the initial investigation indicates that a woman may have been involved in the murder, the crime scene has been left clean, and detectives have very little evidence to go on. However, with the culprits still at large and the crime unsolved, the sudden death of this local celebrity is frightening the entire town. Fortunately, the investigator from the central prosecutor's office happens to be in town on vacation and steps in to head the murder investigation.

Based on the famous novel by Ilya Il'f and Yevgeniy Petrov this two-part-TV-movie tells the story of the of Ostap Bender and Kisa Vorobyaninov who are searching for hidden jewelry, hidden in one of twelve chairs by Vorobyaninov's aristocratic mother-in-law, to hide it during the revolution. But their priest, Father Fyodor found out about it and starts searching for the same chairs. During the movie the story is commented by the authors themselves who are writing it during the process.

The young man is trying to fit into a new picture of the world, even starting a relationship with a Latvian girl. The smell of freedom and international friendship wafts through the air. Dreamy and full of hope for a new life, Yuras is returned to earth by the executive service of the police, which acts as a long-standing and well-established repressive mechanism.
