In the early days of liberation, Kuomintang remnants fled to the Menghe Tibetan region. The government sent Chen Shaohua’s political work team to secure local chieftain Luobu Danzeng’s help against the enemy. Spy Xie Chunfu deceived Luobu Danzeng, causing conflict between the Menghe and Wari people to undermine the Communist Party and plan a counter-revolutionary uprising. Chen Shaohua implemented ethnic policies to win Luobu Danzeng’s support and investigated the spies’ activities. Xie attempted to poison steward Lang Jie, but Lang Jie discovered the plot. Nationalist spies threatened Luobu Danzeng to detain the work team. Chen Shaohua sent Xiao Li and Dali Jie to the military division. The People’s Government advanced into Menghe, prompting Xie to assassinate Lang Jie to eliminate witnesses. Before dying, Lang Jie exposed Xie’s plot to Luobu Danzeng, who apologised and cooperated with the People’s Liberation Army to eliminate the remnants.

The story takes place in the pre-liberation southwestern borderlands, where two well-dressed young men are welcomed on a winding path in the deep mountains. They are Qi Yuanjing and Zhou Luo, spies sent by the police department, disguised as merchants to find out the reality of a group of cunning bandits. As twilight approaches, the two men make their way to the secluded Purple Cloud Taoist Temple. The Taoist master, Shou Jing, shows the two of them in, but the meticulous Qi Yuanjing discovers a series of suspicious things inside the Taoist temple. The Taoist master blinks at the queries raised by Qi. Before long, they saw horrific ghostly figures in a nearby attic. According to the Taoist priest's account, a tragic war once took place here two hundred years ago, so whenever it rained, ghosts would come out and roam around.

This movie is adapted from the novel Heroes in Tongbai. Xiao Hua, a sister of Zhao Yongsheng, is deserted by her poor family. He Xiangdong, a woodworker, adopts her and rename her He Cuigu. To steer clear of arrest by the enemy, Dong Hongguo, offspring of a revolutionary family, is renamed Xiao Hua so as to be adopted by her adopter. Later, Zhao Yongsheng's parents are killed by the enemy, he joins the Liberation Army. In 1947, when Zhao Yongsheng returns to his own village Tongbai, his sister Xiao Hua happens to find her brother. Doctor Zhou who works in the hospital of the army, adopts Xiao Hua without knowing she is her own daughter. He Cuigu has become a well-known guerrilla hero after she grows up. She doesn't recognize her brother Zhao Yongsheng when she carries him on the stretcher. After the war, Zhao Yongsheng, Xiao Hua and Cuigu meet each other happily; Dong Xiangkun and Doctor Zhou also feel happy to reunite with their own daughter after 17 years of departure.
