Circle Inspector Shambhu's strict actions against law offenders have earned him a lot of enemies. Shambhu is of the opinion that suspension, punishment and transfer are a part of his job. When Shambhu is made the in-charge of a team to eradicate the use of tobacco, he finds himself in a sticky situation. This is because the new law curbs the society, making it difficult for working people from other states to survive. Naturally, many political parties try to take advantage of this situation.
